2024 Talent Exchange Initiative: Empowering Young and Talented Specialists
The Government of the Hong Kong Special Administrative Region (SAR) announced on February 15, 2024, the commencement of the 2024 Greater Bay Area (GBA) Youth Employment Scheme, which is now open for year-round applications. Hong Kong-based companies can now submit job vacancies valid until December 31st to employ young Hong Kong residents in cities within the GBA Mainland.
The GBA Youth Employment Scheme aims to encourage companies to provide employment opportunities for young people within GBA Mainland cities, fostering their career growth and promoting talent exchange within the GBA. Commencing in 2024, in addition to accepting year-round job vacancies and applications from eligible young individuals, the scheme introduces flexible measures allowing Hong Kong companies to request extensions to deploy youth either within Hong Kong or other Mainland cities outside the GBA. Moreover, companies can hire qualified individuals who have previously served as student interns.
Eligible companies operating in both Hong Kong and GBA Mainland cities can participate in the scheme. These companies must adhere to Hong Kong employment laws, offering a monthly salary of at least HK$18,000 to employed individuals stationed in GBA Mainland cities for work and on-the-job training. The Hong Kong SAR Government will provide a monthly allowance of HK$10,000 per employed individual to participating companies for a duration of up to 18 months.
To qualify for the scheme, participating individuals must be lawful Hong Kong residents eligible for employment and hold bachelor’s degrees or higher earned between 2022 and 2024. Job vacancies under the scheme will be uploaded to the scheme’s website for eligible individuals to apply upon vetting by the Labour Department, starting from March 1st. Employed individuals and companies can mutually agree on the effective dates of employment contracts. The deadline for eligible individuals to apply for job vacancies under the 2024 scheme is December 31st.
